Doug is the President of DT Cardinal Consulting and principally provides physician productivity, compensation and incentive program development consulting services to a broad spectrum of healthcare clients.  Mr. Cardinal is particularly interested in regulatory compliance issues and programs designed to maximize physician performance in advanced and transitional managed care environments while supporting the organization’s mission, vision and strategy. In addition, Doug has been very active in working with organizations acquiring and divesting themselves of their physician practices.  This work has included the valuation of non-compete contractual provisions and the development of fair market value strategies in the divestiture of physician practices.

      With over 25 years of executive-level experience in the healthcare field, Mr. Cardinal’s expertise in physician compensation, incentive plan design and compliance is complemented by his background as an acute care hospital administrator, Chief Operations Officer, and physician programs executive.  Prior to establishing his own firm, Mr. Cardinal was the national practice leader of William M. Mercer's physician consulting practice.

     A Fellow in the American College of Healthcare Executives, a member of the Health Care Compliance Association and the Medical Group Management Association, Mr. Cardinal has a BA in History and International Relations from California State University, Stanislaus, and an MPA/HSA from the University of Southern California.  He is a frequent speaker on regulatory compliance and physician compensation and productivity issues at national and regional professional meetings.
